The Final Statement of the Press Conference that was held by Hizb ut Tahrir / Tunisia on 12/9/2014:
Hizb ut Tahrir's Position Regarding the Political and Electoral Track in Tunisia
(Translated)

Hizb ut Tahrir as a political party is based on the Islamic creed and what emanates from it are from Shariah rules, and it is a protector of the society's affair in compliance with the verse of Allah (swt):

[وَلْتَكُنْ مِنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَأُولَئِكَ هُمُ الْمُفْلِحُونَ]

"And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful" [Al-i-Imran: 104]

In this historic decisive chapter that is intended to ultimately obstruct real change initiated by the Ummah's revolution in Tunisia, for this, the party confirms first the failure of the current political track:

1) Failure of the legislation:

Major decisions were contrary to Islam, shocked the public opinion, and did not pursue the interest of the country or the people at all.

The first of these decisions is the constitution and its failure from the start to the end: From the onset its basis has abandoned the Shariah law, and we say that the intentional abandonment of the Shariah as the basis of the constitution is a clear violation to the saying of Allah (swt):

[فَلا وَرَبِّكَ لا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لا يَجِدُوا فِي أَنفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا]

"But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission" [An-Nisa: 65]

It also clashed with public opinion, and the official authorizer of the constitution confessed after the national dialogue sponsored by the United Nations that: "If the matter was up to the majority opinion then it would have been the prohibition of the issuance of a man-made constitution because it is contrary to Islam," and so it is a clear declaration that the intention of democracy and civil state is secularism and nothing else, with the majority or minority made irrelevant unless they agree with secularism. As for the relationship with the Ummah's enemies, the criminalization of the relations with the Jewish entity was avoided on the grounds that it was the remit of the law and not the Constitution which is an exposed blatant excuse. Everyone remembers that shameful statement by the president of the Constituent Assembly during his visit to Europe, that the criminalization of relations with the Jewish entity is not advocated except by a few ultranationalists! With regards to cutting off the hands of those who tamper with the wealth of the country, the article related to wealth was modified before being presented to the general session despite the rejection of the relevant committee under the pretext raised by the Vice President of the Constituent Assembly that the legislation looks towards the future and not at the current moment, while the rivalry between the two deputies was sufficient to modify a chapter of the Constitution to add the criminalization of charging someone with disbelief and freedom of conscience! Then at the end was the ratification of the Constitution under the constraints of the International Monetary Fund and even its threats amid barbed wires that protected the building of the Assembly from the wrath of the people of the country. Afterwards, the recent attempt to promote the constitution, sponsored by the United Nations, has failed and the people's anger emerged, which made the President of the Council resort to downplay the situation by saying that "some of the people reject the Constitution."

This is regarding the subject of the Constitution, but with regards to the issuing of the laws, the role of the Constituent Assembly was of issuing Fatwas on demand: the ratification of the financial laws and the laws of supplementary finance, the amendment in the Journal of investment, and the voting on the electoral law and the law of transitional justice... all had temporarily imposed deadlines that will not accept delay imposed by the IMF and the World Bank and imposed by Western countries as a condition for looting the country under the pretext of investment!! The best proof of this is the statement of the Minister of Finance after the recent conference "Invest in Tunisia", he requested from the Constituent Assembly to speed up the ratification of the 5 bills while warning of an imminent financial crisis and the potential loss of 700 million dollars, including 500 million from the World Bank and 200 million from the IMF.

2) Failure in the model of selecting the governments

The issue of choosing rulers changed from knowing the people's opinion to looking at the adoption of a government that can accelerate the implementation of the instructions and carry out the painful measures without the ability of the people of the country to stop it. Subsequently, the consensus was in the first stage so that the role of the parties is confined only to justify these measures. So when this failed, the second phase of a government of technocrats was introduced to stop people's permanent rejection of the parties and their role in the next stage, due to the repercussions of theses difficult painful measures imposed on the daily living of the people. We always find that the Monetary Fund and Europe determining deadlines and even people.

The role of the government recently moved rapidly to implement the measures and to remove the legislative barriers even by skipping the constitution to carry out the task. What is taking place these days with Jummu'ah's government is the assignment of contracts and extending them which is contrary to the Constitution. By going back to the basic law regulating the public authority, which expired with the introduction of the Constitution which is currently implemented, which is a stark declaration that the arrangement is as follows: implementation of the instructions and the interests of capitalistic corporations and then the Constitution and the law if they up to the implementation of the task, and that the sanctity of the Constitution is on demand mentioned only if the matter disrupted the interests of the country and its people!

Politicians now talk about the consensus after the elections, to marginalize public opinion in the face of political parties' consultations and their declared and hidden agreements, which renders the elections and votes of the people as an insignificant secondary issue. We consider it as an explicit local and international declaration for the failure of the Western democratic model even in its claim that people can choose their rulers.

3) Failure to resolve the economic crisis:

The post-revolution governments have assigned the task of drawing economic policies to international financial institutions headed by the "International Monetary Fund" to receive instructions, and the governments were concerned with only the details and the implementation possibilities. Imposed Policies were according to a simple yet abhorrent equation: "To take from the people, give to the financial institutions, and make way for foreign companies and individuals".

For the people of the country it means impoverishment and severe injustice: the increase in taxes and in the prices of electricity and basic needs, the removal of subsidies on fuel, undercut wages, attempts by the state to reduce care expenses and is looking to reducing its role in health and education...

As for financial institutions it means its reassurance and comfort: reassurance in the continuation of the government 's repayment of debt on time, and more borrowing to move the capital of the financial institutions for spending loans in undue infrastructure projects, and in projects imposed to benefit the companies...

As for foreign individuals and companies it means making way: removing the legislative and administrative barriers by accelerating the procedures for foreign ownership, amending the Journal of the competition, offering a range of incentives to provide them with maxim profits, and then trying to stall and argue over the files of looting and abuses... and then continues in dangerous projects that preceded the revolution in the field of renewable energies so that Europe can enjoy cheap prices of energy and electricity...

Hence there is no authority overlooking the country's wealth to retrieve it according to Shariah law, nor a will to address the problem of sufficiently providing for people as individuals in their housing, clothing, food and as masses in terms of free medical care, education, and security according to the commands of Shar'. It is essential to build a real industry, making the country able to manage resources and provide needs and equipment for security and the army due to the saying of Allah (swt)

[وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ...]

"And prepare against them whatever you are able of power..." [Al-Anfal: 60]

There are no thoughts to stop being subordinates by applying necessary solutions to terminate the debt, and there isn't even an attempt to try stopping the bleeding of wasting public money on unproductive projects and in undue infrastructure projects, but the most dangerous of all is to hand over the drawing of the economic policies to looting financial institutions.

4) A catastrophic failure in addressing the security issue

The governments' investigation in what threatens the security of the country was never real, from any party, but they often seek to link the political assassination and terrorism to Islam, in accordance with the format in the West. The whole matter was reduced down to one party in spite of the unequivocal facts of the involvement of multiple parties of intelligence and international agents, and the involvement of foreign embassies with local political parties according to official statements, and capturing of foreigners with possession of arms and ammunition and the introduction of weapons through ports and airports to known and authorized parties then the files are closed in a doubtful fashion, and strong witness reports are neglected in the issue of terrorism and political assassination, and it's refused to open investigations requested by the victims for strong reasons, then the issue is reduced to the same party with or without evidence or is even transferred to other parties.

So we emphasize the lack of seriousness of the government in resolving the security issue, and deliberately overlooking the way to reveal the truth, following a path the least that can be said about is that it is simplified and brief, which makes it involved in delaying the radical solution to the issue of security in Tunisia. In this regard we will account and expose this in front of the public.

Secondly, for the reasons mentioned above, the party calls upon the sincere:

1) To announce the failure of the "Constituents' stage" by all standards, for ignoring the Islamic doctrine of the country and basing it on secularism, for the supervision of the cunning international organizations over them, and for deliberately not addressing the real problems of the people so that the governments hand over major policy-making of the country to the international organizations that seek only to serve the colonialist countries and gaining capitalistic money while creating poverty and crushing the poor.

2) The public rejection of the political process including the election, and to continue to engage in the big issues that are meant to be blocked from the public opinion by all means and methods: the issue of Shariah, including the caring for affairs, providing a decent living for the people, recovering wealth, and uniting the Ummah. Then the issue of marginalizing the voices of the people in the past and later by the consensus and the governments of technocrats, the question of tampering with the security of the country, finding the real industry to provide the basic needs of the country, creating self-power including equipment and gear for the army and security, and stopping the bleeding caused by debt and wasting public money...

These are the major issues intended to be completely annulled from discussion let alone to seriously think about them, this is why the party calls to upholding the important issues and not to engage in any process that legitimize the cancellation of important issues and the exaltation of trivial issues by the "executive management" that do not dare to approach the issues of real change, either closely or from afar, including the upcoming elections. The Messenger of Allah (saw) said: «إنَّ الله يُحبّ معالي الأمور وأشرافها ويكره سفاسفها» "God loves the excellent and honorable issues and dislikes trivial issues" (reported by At-Tabarani).

Thirdly, we announce that:

1) We will have teams on the ground working and will contact the parties of the whole country so that our main cause becomes "establishing the rule" and not to continue the "executive management" i.e. to exit "forced rule" and go for the "guided Khilafah "Caliphate" upon the method of the Prophethood," as the Messenger of Allah (saw) has said.

2) We will, God willing, present powerful memoirs to explain the reality of the crises and immediate and radical solutions for the crises of governance, economy and security aiming to diagnose and treat on the basis of the greatness of Islam and the powerful accounting of the rulers in Tunisia for wasting the trust of governance and care of affairs.

3) Afterwards, we will carry out ground work regarding the affairs of the daily living of the people, because the injustice and unfairness occurred by the governments violates the right of the people of the country which levels up to the crime of treachery. The Messenger of Allah (saw) said: «لكلّ غادر لواء يوم القيامة يُرفع له بقدر غدره ألا ولا غادر أعظم غدرا من أمير عامّ» "For every traitor there will be a banner on the day of Judgment, it will be raised for him as much as his treachery, verily there is no bigger traitor than the Amir of the people" (Narrated by Muslim).

We reassure the public that this time is the time of the Ummah and is not the time of the West if the sincere determination is present, hard work, and trust in Allah (swt) are present. Hizb ut Tahrir is among them and will always be a pioneer that will not lie to its people and it is determined without being dissuaded to continue engaging in the big and real issues. The Hizb will continue to be the wall in the face of the West and its plans and in the face of governments and the abusive politicians. It will take the hands of the sincere ones from the Islamic Ummah to establish the second Khilafah "Caliphate" upon the method of the Prophethood to establish the authority of Islam, by giving "sovereignty to the Shari' " and retrieve the real power to the people in choosing a sincere ruler: the "Khaleefah" chosen by the people to implement the Shari' and look after the affairs of the people of the country and not the affairs of the colonizers. Then the authority will belong to the Ummah, and the country's security and the safety of the servants will be achieved and so "safety will be achieved by the safety of Islam and the Muslims" then Allah (swt) will change our situation of fear into that of safety.

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُم فِي الأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُمْ مِنْ بَعْدِ خَوْفِهِمْ أَمْنًا يَعْبُدُونَنِي لا يُشْرِكُونَ بِي شَيْئًا وَمَنْ كَفَرَ بَعْدَ ذَلِكَ فَأُوْلَئِكَ هُمُ الْفَاسِقُونَ]

"Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earth just as He granted it to those before them and that He will surely establish for them [therein] their religion which He has preferred for them and that He will surely substitute for them, after their fear, security, [for] they worship Me, not associating anything with Me. But whoever disbelieves after that - then those are the defiantly disobedient" [An-Nur: 55]
