 The Legal Obligation Upon the Ummah and its Assuming Responsibility

One of the most effective ways to gain power is to sacrifice to propagate the idea to the Ummah by those who have incurred upon themselves the duty and responsibility of ensuring that they achieve the objective.

A typical example is the Prophet (saw) and the Sahaba in the inception of Dawah to Islam. They devoted and sacrificed everything in the course of Islam in order to create awareness. They never got tired nor despondent till they achieved the Islamic Objective: The establishment of Deen through an Islamic State. The same implies today.

The Western capitalist invaders have created a sense of despondency and discouragement among the Ummah in order to continue to colonize them and plunder their immense wealth. All these provisional efforts are the last kick of a dying horse.

It is an Islamic duty and a legal obligation upon the Ummah to assume and undertake responsibility. The Holy Quran and the Sunnah illuminate this crystal clear. These teachings will remain engraved in their hearts. Allah (swt) says in the Holy Quran:

(كُنتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنكَرِ وَتُؤْمِنُونَ بِاللَّهِ وَلَوْ آمَنَ أَهْلُ الْكِتَابِ لَكَانَ خَيْرًا لَّهُم مِّنْهُمُ الْمُؤْمِنُونَ وَأَكْثَرُهُمُ الْفَاسِقُونَ)

“You are the best nation which has ever been raised for the guidance of mankind. You enjoin good, forbid evil, and believe in Allah. Had the People of the Book (Jews and Christians) believed, it would surely have been better for them; among them some are believers but most of them are transgressors.” [Aali Imran: 103]. In another verse, Allah (swt) says:

(وَكَذَٰلِكَ جَعَلْنَاكُمْ أُمَّةً وَسَطًا لِّتَكُونُوا شُهَدَاءَ عَلَى النَّاسِ وَيَكُونَ الرَّسُولُ عَلَيْكُمْ شَهِيدًا وَمَا جَعَلْنَا الْقِبْلَةَ الَّتِي كُنتَ عَلَيْهَا إِلَّا لِنَعْلَمَ مَن يَتَّبِعُ الرَّسُولَ مِمَّن يَنقَلِبُ عَلَىٰ عَقِبَيْهِ وَإِن كَانَتْ لَكَبِيرَةً إِلَّا عَلَى الَّذِينَ هَدَى اللَّهُ وَمَا كَانَ اللَّهُ لِيُضِيعَ إِيمَانَكُمْ ۚ إِنَّ اللَّهَ بِالنَّاسِ لَرَءُوفٌ رَّحِيمٌ)

“We have made you a moderate Ummah (nation) so that you may testify against mankind and that your own Rasool may testify against you. We decreed your former Qiblah only to distinguish those who are the real followers of the Rasool from those who would back away from the faith. It was indeed a hard test except for those whom Allah has guided. Allah wants not to make your faith fruitless. Allah is Compassionate and Merciful to mankind.” [Al Baqarah:143].

So, it is a legal obligation upon the Ummah and its Islamic duty to assume responsibility. Narrated 'Abdullah bin 'Umar: The Messenger of Allah (saw) as saying:

«أَلَا كُلُّكُمْ رَاعٍ، وَكُلُّكُمْ مَسْئُولٌ عَنْ رَعِيَّتِهِ، فَالْأَمِيرُ الَّذِي عَلَى النَّاسِ رَاعٍ، وَهُوَ مَسْئُولٌ عَنْ رَعِيَّتِهِ، وَالرَّجُلُ رَاعٍ عَلَى أَهْلِ بَيْتِهِ، وَهُوَ مَسْئُولٌ عَنْهُمْ، وَالْمَرْأَةُ رَاعِيَةٌ عَلَى بَيْتِ بَعْلِهَا وَوَلَدِهِ، وَهِيَ مَسْئُولَةٌ عَنْهُمْ، وَالْعَبْدُ رَاعٍ عَلَى مَالِ سَيِّدِهِ وَهُوَ مَسْئُولٌ عَنْهُ، أَلَا فَكُلُّكُمْ رَاعٍ، وَكُلُّكُمْ مَسْئُولٌ عَنْ رَعِيَّتِهِ»

“Each of you is a shepherd and each of you is responsible for his flock. The amir (ruler) who is over the people is a shepherd and is responsible for his flock; a man is a shepherd in charge of the inhabitants of his household and he is responsible for his flock; a woman is a shepherdess in charge of her husband's house and children and she is responsible for them; and a man's slave is a shepherd in charge of his master's property and he is responsible for it. So, each of you is a shepherd and each of you is responsible for his flock.” (Agreed upon). In another hadith, the Prophet (saw) elucidates this legal obligation upon the Ummah by telling them to enjoin good and forbid evil. Hudhaifah (ra) reported that the Prophet (saw) said:

«والَّذِي نَفْسِي بِيَدِهِ، لَتَأْمُرُنَّ بالْمَعْرُوفِ، ولَتَنْهَوُنَّ عَنِ المُنْكَرِ، أَوْ لَيُوشِكَنَّ اللَّه أَنْ يَبْعَثَ عَلَيْكُمْ عِقَابًا مِنْهُ، ثُمَّ تَدْعُونَهُ فَلا يُسْتَجابُ لَكُمْ»

“By Him in Whose Hand my life is, you either enjoin good and forbid evil, or Allah will certainly soon send His punishment to you. Then you will make supplication and it will not be accepted”. [At-Tirmidhi, who categorized it as Hadith Hasan].

The ruling by the commands of Allah (saw), Khilafah, is an Islamic right upon the Ummah. So, it is a legal Islamic duty upon the Ummah to toil tirelessly day and night in an endeavor to restore their rightful authority.

The demeaning weakness that befell upon the Ummah is due to the fact that the Western colonialists and their puppets implement non-Islamic rulings upon the Ummah. This was clearly stated by Umar bin Alkhtab when he said “We were once weakest people amongst human race and Allah (swt) gave us honour by Islam. If we try to find honour and prestige away from Islam, Allah will demean us”!
