Press Release The General Budget Approval in Jordan Stealing of People's Wealth and Meddling with their Livelihoods! (Translated)

The Jordanian House of Representatives approved the government's budget bill and the budgets of governmental unit's bill for the year 2014. The approval of the Jordanian Parliament of the general budget Law gives the government the green light to continue robbing the people's wealth and impoverishing and starving them. And this is not the first wonder of the Parliament since it is a partner of the government and one of its tools to pass and legitimize corruption; to codify it by this Council so that it is considered a reform. It is worth stopping at some of the contents of the speech of the general budget law so that people can foresee to which deep end they are being hurled because of their silence.

It is stated in the speech of the general budget and as quoted by the Minister of Finance that, "Here it is natural to raise the subject of the debt increase, which would amount to about 80% of GDP at the end of this year; and to question the ability of the Jordanian government to serve and repay this amount of debt; there are twofold to answer these question." It is clear that the Minister of Finance is laying out the options available to the government to deal with the debt crisis, he said, "The first part: The government of course is conscious of the burden of the future of this debt, but what is the alternative: to stop paying salaries or stop capitalist projects or to cut off power and water? Is it possible to carry out similar measure to the actions taken by some European governments to reduce the salaries of the public sector by up to 40% in some cases or to dispense of 20-30% of public sector employees making unemployment rates reach to 30-40%? The answer is obvious with rationalization and reform of the public sector, including integration and the abolition of some institutions and also support of the private sector is one of the goals agreed upon ... ", and then he spoke of the second option saying: "the second part of the answer to these questions come from the historical experiments to exit the debt crisis. In 2002, the proportion of debt to GDP was about 100%, and of course the numbers in 1989 were bigger than that; inflation reached nearly 25% at the time; the central bank reserves of foreign currency at the time was close to zero, however we were able to cope with the crisis in 1989, as we were able during the period 2006-2008 to re-gear the ratio to GDP to about 60%, and we had a surplus in the general budget in a single year in 2006. Therefore it is possible to get out of the burden of the debt crisis through economic growth, which amounted to about 7.5% of real growth during the period from 2006 to 2008".

Therefore the government's options, according to the Finance Minister are limited to two: the first is to get rid of public sector employees and reduce salaries, and the second option is to increase the economic growth rate, and the question that arises:

O government and the House of Representatives: What if the government could not achieve the growth in the economy? Especially since the speech mentioned that the international institutions expects a modest growth rates.

Does this mean that the first option for the government is therefore the only one? Then, which is the disposal of a large part of the public sector employees, and a cut in the remaining salaries, and to increase the prices of goods and services to make the general public unable to attain them? It seems that this is the option they are practically following; they are introducing and preparing for the general budget law.

It is necessary to pay attention to the fact that the general budget law is only a legal cover to the requirements of the International Monetary Fund, as well as the solutions provided by the government to the Fund; understanding the law have to be by reading the data and reviews of the International Monetary Fund at the same time,, because it is the de facto ruler of fiscal policy in Jordan.

Also the International Monetary Fund announced in 12/2013 that the actions expected from the government in 2014 includes the amendment of the Income Tax Act, to increase the tax rate from 14% to 25%, and the reduction of the covered income tax of 12,000 dinars to 9,000 dinars, and raise the tax limit 30% to become 35%. Also as indicated by the report of the fund that the government's intention is to raise the price of flour, water, electricity, and to continue the policy of pricing of fuel; and to raise the fees of some services like passports fees, registration of companies, and luxury goods. The report pointed to the government's intention to cancel the exemptions for sales tax on a number of commodities including iron and building materials. The government bared its blades to hack its people and it will not be discouraged as long as the people are silently watching!

O Muslims in Jordan

The grim financial and economic situation that Jordan has reached is caused by the capitalist system, which is applied on us; it is a system that creates calamities and steals the money of the poor. Countries in the world falling in deep crisis as a natural consequence of the application of this system, which unleashes the hands of the corrupt to plunder the wealth of the country, if anything is left of public funds it will soon be looted and robbed and will be for the taking by every greedy thief. It even enabled international institutions such as the World Bank and the International Monetary Fund to meddle in people's lives and the country. For Jordan to get rid of its problems, it needs to get rid of this system that separates religion from life of the people, this is by working to resume the Islamic way of life to establish the Khilafah "Caliphate" State, which Jordan will be part of, otherwise people will remain to suffer from humiliation, hunger and deprivation.

Allah (swt) says:

((وَمَنْ أَعْرَضَ عَنْ ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنْكًا وَنَحْشُرُهُ يَوْمَ الْقِيَامَةِ أَعْمَى))

"And whoever turns away from My remembrance - indeed, he will have a depressed life, and We will gather him on the Day of Resurrection blind." [Ta-Ha: 124]
