STATEMENT OF HIZB UT TAHRIR INDONESIA
REJECT THE RAISE OF FUEL PRICE, DESPOTIC AND TREACHEROUS POLICY
Deaf Regime! SBY Regime is insistent to raise fuel price in the beginning of April though this policy is rejected from his people. According to the Indonesia Survey Circle (LSI) (11/3/2012), 86% of the people of Indonesia reject this policy. Various reasons are put forward to justify this policy. One of them, the fuel must be raised to save the national economy. Because, if the fuel is not raised, the subsidy will continue to swell, so the budget will be threateningly broken.
Indeed, crude oil prices continue rising. Now the world's crude oil reached 120 USD / barrel. While the state budget assumptions is only 90 USD /barrel. Thus, the government felt compelled to bail out. It is said that it is burdening the state budget. But the government never revealed how much revenue the Government got after the increase of world crude oil prices. Logically, if oil prices rise, the government revenues from oil and gas and other energy also rose.
Oil and gas revenue is actually quite large. The revenue in the 2012 state budget shows 113.68 trillion rupiahs for petroleum, natural gas 45.79 trillion rupiahs, crude oil (DMO - Domestic Market Obligation) and 10.72 trillion rupiahs in oil and 60.9 trillion rupiahs for gas income tax. Total 231.09 trillion rupiahs.
If oil prices rise, then the amount of certain oil and gas revenues also rose. In the 2012 Revised State Budget revenue reached 270 trillion rupiahs. This means that there is an increase of income about 40 trillion rupiahs. In reality, this fund is enough to cover the subsidy 46 trillion rupiahs.
It is listed in the state budget, if the fuel price is not raised, the subsidy will increase from 123 trillion rupiahs to 170 trillion rupiahs. So, it is only about 6 trillion less. This deficiency is easy to be covered. For example, it can be taken from the budget requests in the 2012 which is about 21 trillion rupiahs. Thus, the government claim that when the fuel was not raised, state budget would be broken is a big lie.
Therefore the policy to raise fuel price must be rejected. Because: First, this is dzalim policy, which will be devastating to the people. The results of the National Economic Census (SUSENAS 2010) showed that 65% of fuel users are lower class and poor people, 27% middle class, 6% middle upper and only 2% of the rich. And from the total number of vehicles in Indonesia which reach 53.4 million (2010), 82% are two-wheeled vehicle those are owned by mostly lower middle class. This suggests that the rise in fuel prices will harm the people. Remember that the zalim rulers will definitely get painful punishment in the afterlife. Prophet said specifically in his prayer:
«اللَّهُمَّ مَن ْوَلِيَ مِنْ أَمْرِأُمَّتِي شَيْئًا فَشَقَّ عَلَيْهِمْ فَاشْقُقْ عَلَيْهِ وَمَنْ وَلِيَ مِن أَمْرِأُمَّتِي شَيْئًا فَرَفَقَ بِهِم ْفَارْفُقْ بِهِ»
O Allah, whoever has a right to regulate the affairs of my people, then it burdensome to them, then burden him, and whoever has a right to regulate the affairs of my people, and he treats them well, then treat him well. (Reported by Ahmad and Muslim)
Secondly, these are treacherous. The policy to raise fuel price is to enhance the liberalization in downstream sector (commerce and distribution sector) after the liberalization in the upstream sector (exploration and exploitation) was successful. Oil and gas liberalization is giving greater mastery to the foreign corporations and the reduction of the role of the state.
And for this policy, the government has ignored people aspiration. Thus, it is clear that the government policy to raise fuel price is treason against the people.
Based on the reasons above, Hizbut Tahrir Indonesia state:
1- Reject the government plan to raise fuel price because it is zalim and treacherous.
2- Raising the fuel price and all policies intended to liberalize the management of natural resources especially oil and gas contradicts Islam. According to Islam, oil, gas and all great natural resources are public ownership. These must be managed by state and intended for the people's prosperity. Therefore, this policy must be stopped as soon as possible. Instead, oil and other natural resources must be managed with sharia system and intended for all people. And it will only be realized by implementing Islamic Sharia completely under the shield of Khilafah "Caliphate" Rasyidah ‘ala minhaj an-nubuwah. Therefore, the struggle must be multiplied.
3- Warn the government that raising fuel prices in the midst of life's difficulties now could encourage the emergence of social upheaval due to the unbearable economic pressure by the tens of millions of poor people. And probably, it will trigger a revolution like what has occurred in some Middle Eastern countries.
