In the Context of Sheikh Hasina’s Oppressive Rule and the Current Political Situation

O People! Work for the Downfall of this Regime and Establish the Khilafah "Caliphate" (Caliphate) to Become a Leading Nation in the World with Honour and Might

Praise is for Allah (swt); and Peace and Blessings upon the Messenger of Allah, his family, companions and those who follow his way,

Dear Muslims,

Assalamu Alaikum wa Rahmatullahi wa Barakatuhu,

You are at this moment faced with three critical issues. Firstly, the brutal oppression of Tyrant Hasina and the regime such that from the day she assumed power till today her tyranny has only increased and caused immense pain and suffering to the people, making them live in constant fear and anxiety, collecting their fingerprints in order to be able to enter their homes whenever it wished and abduct them if they voice any words of discontent against the robberies and treacheries of the regime. Secondly, the regime’s unprecedented War against Islam in multiple fronts - ranging from relentless propaganda against Islam to the ruthless suppression of the carriers of the Islamic Call and the Call for Khilafah "Caliphate" (Caliphate) - whereby your beloved Deen is manifestly the number one enemy of the regime and the advocates of Kufr secularism who are allied to the regime or patronized by it. Thirdly, the covert killing operations - killings of foreign citizens and killings along communal and sectarian lines… The regime is acting against so-called militants as being behind these killings whereas it has failed miserably to deal a blow to the real masterminds, the Americans and the imperialists, despite the fact that these covert operations are part of the imperialists’ evil design and represent a great long-term danger to the country.

Added to these three issues are the perennial problems you face which are the product of the western Kufr democratic system that completely contradicts our Islamic Aqeedah. This democracy which adopts the law of the parliament and denies the rule of Allah (swt) is the root of the corruption and mischief of Awami-BNP rulers and politicians in the land. It has guaranteed excessive privileges for the few elites in power and caused gross deprivation for the people. The rulers, the MPs, politicians and their entourage have amassed huge amounts of wealth for themselves in the name of private ownership whether it is electricity, oil, gas, minerals and large-scale industries whereas the people live in poverty and meager means, paying for ever increasing utility bills, taxes and living costs. There is no minimum justice under this ruling, might is right and those with power and influence are above the law. This democratic system has allowed rulers like Hasina-Khaleda to adopt laws and policies for serving their foreign masters, pursue the colonial goal of de-industrialization and let the imperialists dominate over our economy and resources. It has allowed America, Britain and India to control our military through various treaties and use our officers and soldiers as tools for securing their regional and global hegemony in the name of UN peace keeping.

It is in the context of this distressful situation that we are making this Call, in order to direct you to the way of correcting your affairs. And we are making this Call to you in the blessed month of Ramadan, the month of Victory, in which the Noble Qur’an was revealed, in order to guide you according to it’s guidance regarding your affairs.

O Muslims!

Allah (swt) revealed the Qur’an and the Deen as a complete and comprehensive system for governing all of life’s affairs. And He (swt) mandated that Islam be implemented through ruling and is taken as the sole basis of ruling,

﴿إِنَّا أَنزَلْنَا إِلَيْكَ الْكِتَابَ بِالْحَقِّ لِتَحْكُمَ بَيْنَ النَّاسِ بِمَا أَرَاكَ اللَّهُ﴾

“Verily, We have revealed to you the Book in Truth so that you may rule between men by that which Allah has shown you.” [Surah An-Nisa: 105]

The Muslims with RasulAllah (saw) and after him took this Qur’an, made it the basis of their lives and governed their affairs in accordance with it. RasulAllah (saw) took the authority in Madina and established the Islamic state in it. He built a strong cohesive state internally and then its authority expanded. So the Islamic rule encompassed the Arabian Peninsula and then the expansions continued under the Khulafah. The Muslims lived under the shade of the Khilafah "Caliphate" a prosperous life and became a leading state in the world with might, honour and glory.

What is required from you is to set this as your benchmark and as your Vision if you desire to see an end to your distress, suffering and humiliation caused by the current regime. This corrupt, treacherous and Godless regime’s vision of becoming a middle-income country is indeed a stingy vision because it is greedy when it comes to itself and miserly when it comes to the people. Why is it offering you this deceptive vision while you have the potential to become a prosperous and mighty leading state which Allah (swt) has determined to be as your true status in the world,﴿كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ﴾ “You are the Best of peoples ever raised up for mankind…”? It is because this regime is corrupt to the core and it only knows to loot your wealth and resources for itself while giving you a meager portion and that too in order for you to not revolt against it.

O Muslims! We say to you: Revolt! Revolt against this un-Islamic regime and work for its downfall. Establish the second Khilafah "Caliphate" Rashidah State to become a Leading Nation in the world with Honour and Might.

We provide you here a brief outline of the ascending Path the Khilafah "Caliphate" will follow to achieve for you this noble and high status in the world.

Firstly, the Khilafah "Caliphate" state will build itself as a strong and cohesive entity - Khilafah "Caliphate" state will ensure that the people’s needs are fulfilled. The Khaleefah is bound by the Shari’ah to ensure the basic rights of every citizen, RasulAllah (saw) said - «لَيْسَ لِابْنِ آدَمَ حَقٌّ فِي سِوَى هَذِهِ الْخِصَالِ بَيْتٌ يَسْكُنُهُ وَثَوْبٌ يُوَارِي عَوْرَتَهُ وَجِلْفُ الْخُبْزِ وَالْمَاءِ... »“There is no right for the son of Adam except in these things: a house in which he lives, a garment to cover his nakedness, a piece of bread and water.” The Khaleefah will also work to ensure luxuries for the people. The State will prevent accumulation of wealth in the hands of a few rich and powerful. It will ensure the distribution of wealth due to the Islamic economic principle as Allah (swt) states, ﴿كَيْ لاَ يَكُونَ دُولَةً بَيْنَ الأَغْنِيَاءِ مِنْكُمْ﴾ “…in order that they (the funds) may not remain in circuit between the wealthy amongst you.”

Mineral resources like gas, coal and oil are public properties according to the Shari’ah. The State will use these resources for establishing a strong economy… building modern public infrastructures, roads, highways, railways, bridges, producing cheap electricity, and running heavy industries.

It is an obligation (Fardh) upon the Khilafah "Caliphate" to establish war based heavy industries and it will do so to ensure that our military is equipped with advanced weaponry;﴿وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُم﴾“And make ready against them all you can of power, including steeds of war (tanks, planes, missiles, artillery) to strike terror into the enemy of Allah and your enemy…” Unlike the current rulers who in the last 40 years only managed to establish “garments industry” (!), such war based heavy industries will not only build a strong military, these industries will also act as backward linkage of other industries like car industries, machine tools industries for agricultural instruments, cosmetics industries etc. This will automatically save huge assets drain to foreign countries and generate huge employment for our youths.

Secondly, the Khilafah "Caliphate" state will unify the Muslim countries - First the countries of this region - Pakistan, Indonesia, Malaysia and the others - and then the rest of the Muslim world will be unified under the Khilafah "Caliphate" to form one single unitary State which will bring together their peoples, resources and militaries. This will make the Khilafah "Caliphate" into a formidable power. This unity of the Ummah is possible and practicable particularly at this time when we are witnessing the vigorous demand of the Muslims from Indonesia to the Sham for living under the Khilafah "Caliphate".

Thirdly, the Khilafah "Caliphate" will regain India under the Islamic rule - The current regime has turned Bangladesh into a subservient state of India. The Khilafah "Caliphate" will reverse this state of affairs and if not at the outset, then after unification with the Muslim countries of this region the Khilafah "Caliphate" will regain India under the Islamic rule and this is how the Indian aggression will be brought to an end permanently; The Messenger of Allah (ﷺ) said:«عِصَابَتَانِ مِنْ أُمَّتِي أَحْرَزَهُمَا اللَّهُ مِنْ النَّارِ: عِصَابَةٌ تَغْزُو الْهِنْدَ، وَعِصَابَةٌ تَكُونُ مَعَ عِيسَى بْنِ مَرْيَمَ عَلَيْهِمَا السَّلَام»“There are two groups of my Ummah whom Allah will free from the Fire: The group that invades India, and the group that will be with 'Isa bin Maryam, peace be upon him.” With India under her authority, the Khilafah "Caliphate" will be the number one state in this region.

Fourthly, the Khilafah "Caliphate" will break the global dominance of crusader America - The Americans are on the back foot in global affairs. American writer David S Mason in his book titled, The End of the American Century, summed up America’s current global status in these words, “The United States is at the end of the period of global leadership and domination that we’ve enjoyed for the last 50 years or so. The country is bankrupt economically. We’ve lost our edge in terms of politics, economics, and socially… So this really marks a global shift in world history, both for the United States and the rest of the world.” In these circumstances, challenging and breaking American dominance isn’t a difficult matter at all. The Khilafah "Caliphate" will challenge her and chase her until the global political and economic order is reshaped where the Khilafah "Caliphate" is the Leading State. And then it will be as the Prophet (saw) said, «إنَّ اللهَ زَوَى لِي الْأَرْضَ فَرَأَيْتُ مَشَارِقَهَا وَمَغَارِبَهَا، وَإِنَّ أُمَّتِي سَيَبْلُغُ مُلْكُهَا مَا زُوِيَ لِي مِنْهَا... »“Allah showed me the Earth, I saw its Easts and the Wests, verily my Ummah will rule what I was shown of it.” (Muslim)           

Establishing the Khilafah "Caliphate" is not only for achieving prosperity and high status in the world, O Muslims! It is also an obligation upon you ordained by the Lord of the Worlds. We therefore call upon you to fulfill this duty. It is not permitted for the Muslims to live under and be ruled by a ruling system other than the Khilafah "Caliphate" system. And for however long they remained living under and being ruled by a ruling system other than the Khilafah "Caliphate" then their living under such a system would be a life in Jahiliyyah and their dying under such a system would be like a death of Jahiliyyah i.e. they would be greatly sinful. RasulAllah (saw) said, «... وَمَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ مَاتَ مِيتَةً جَاهِلِيَّةً»“Whoever dies without having the bay'ah on his neck he would die the death of Jahiliyyah.” (Muslim)

O People of Power!

Allah (swt) sent Islam to become the dominant way of life in the world,

﴿هُوَ الَّذِي أَرْسَلَ رَسُولَهُ بِالْهُدَى وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَلَوْ كَرِهَ الْمُشْرِكُونَ﴾

“It is He Who has sent His Messenger with guidance and the Deen of truth to make it dominate over all other deen even though the Mushrikun hate (it).” [Surah At-Taubah: 33]

As officers of the Muslim Military, the task of establishing Islam in authority and raising the banner of Islam high in the world falls upon your necks more as you are more capable due to the material power that you possess in your hands. Your ‘Swords of Honour’ should be a source of honour for you, not a source of dishonour by serving this kufr regime whose rulers meet with occupiers of al-Aqsa! Does this not make your blood boil? How much longer will you be used as tools of the western colonialists and mushrik India for meager worldly benefits? Don’t you see that the people are refugees in their own land? It is a must for you to bring the Ummah out of this tyranny and the subservient colonial system, and restore her glory. March forth to make Islam victorious in This Land. March forth to liberating the Muslims from the aggressor enemies, the Jews and the Mushriks, the Americans and the Europeans, and making Islam dominant in the world. March forth O Sincere Officers, bring down this regime and give the Nusrah to Hizb ut Tahrir for establishing the second Khilafah "Caliphate" Rashidah upon the methodology of the Prophethood. And your reward will be Jannah insha’Allah as RasulAllah (saw) promised to the Ansar who gave him the Nusrah to establish the first Khilafah "Caliphate" Rashidah.

﴿جَنَّاتُ عَدْنٍ يَدْخُلُونَهَا وَمَنْ صَلَحَ مِنْ آبَائِهِمْ وَأَزْوَاجِهِمْ وَذُرِّيَّاتِهِمْ﴾

"Gardens of perpetual bliss, which they shall enter and (also) those who acted righteously from among their fathers, and their spouses, and their offspring…” [Surah Ar-Ra’d: 23]
