The Founding Charter of the Parallel Government is a Consolidation of Secularism and the Destruction of the Country's Unity. Stop the Agents, O Sincere Ones.

On Saturday evening, 22/2/2025, in the Kenyan capital, Nairobi, the Rapid Support Forces, Sudanese political forces, and armed groups signed the founding charter of the so-called Government of Unity and Peace. This parallel government will be formed in the areas controlled by the Rapid Support Forces (RSF) in the Darfur region.
Although this charter aims to drive a deep wedge into the unity of Sudan, they continue to mislead by calling it a unity government. In reality, it is a government to separate the Darfur region and to perpetuate the fragmentation plan that began with the 2005 Naivasha Agreement. They also mislead by calling it a peace government. How can a sane person be misled into believing that the Rapid Support Forces, which has violated the sanctity of the Sudanese people—their blood, their honour, and their property—can bring them peace?
The most prominent provisions of the Charter are: "The establishment and building of a secular, democratic state based on freedom, equality, and justice." The Charter also included "the establishment of a truly decentralized system of government based on the recognition of the inherent right of all regions to manage their political, economic, and cultural affairs."
As for the secularism advocated by the Charter, it is the same secularism that was brought by the armies of Kitchener, the kaffir colonizer, and implemented since his entry into Sudan in 1899. It is this secularism that turned our resources into a curse and our country into an arena of international conflict between America, its military, and its political parties on the one hand, and Britain, its civilian forces, and its armed movements on the other. This polarized the country, leading to a fierce war that left no stone unturned. All of this set the stage for resuming the plan to tear Sudan apart. Now, America is working to separate the Darfur region, just as it separated the south. The Kenyan president, William Ruto, who conspired against Sudan's unity, said in a tweet on the X platform, “I had a telephone conversation with the United States Secretary of State, Marco Rubio... we discussed the situation in the Republic of the Sudan and Kenya’s crucial role in providing a platform for key stakeholders - including political parties, civil society, and other actors - to engage in a process aimed at stopping the tragic slide of Sudan into anarchy...”
Secularism, which means separating religion from life, is the doctrine of the kaffir West, which embraces a distorted religion that does not include systems for life. Therefore, they took their whims as their God, and by mechanical majority, they legislated their systems for life. Democracy was their system of government. They sanctified freedoms, and they went astray. When they dominated the world, they led it astray and spread corruption. All of that contradicts the great Deen of Islam, whose doctrine is based on “There is no god but Allah, and Muhammad is the Messenger of Allah.” The revelation that Muhammad, the Messenger of Allah (saw) brought from his Lord is a complete Deen for all systems of life and legislation. Allah (swt) says:
[الْيَوْمَ أكْمَلْتُ لَكُمْ دِينَكُمْ وَأتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمُ الإِسْلَامَ دِيناً]
“Today I have perfected your faith for you, completed My favour upon you, and chosen Islam as your way” [Al-Ma’idah: 3]. Allah (swt) also says:
[قُلْ إنَّ صَلَاتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي لِلَّهِ رَبِّ الْعَالَمِينَ]
“Say, “Surely my prayer, my sacrifice, my life, and my death are all for Allah—Lord of all worlds” [Al-An’am: 162].
As for public freedoms, they are there for establishing the following of whims and desires. They contradict Islam in all their details, while Islam devotes man to the worship of Allah, Lord of the Worlds, in his belief, appearance, actions, words, and earnings. Allah (swt) says:
[وَمَا كَانَ لِمُؤْمِنٍ وَلَا مُؤْمِنَةٍ إذَا قَضَى اللهُ وَرَسُولُهُ أمْراً أن يَكُونَ لَهُمُ الْخِيَرَةُ مِنْ أمْرِهِمْ وَمَن يَعْصِ اللهَ وَرَسُولَهُ فَقَدْ ضَلَّ ضَلَالاً مُّبِيناً]
“It is not for a believing man or woman—when Allah and His Messenger decree a matter—to have any other choice in that matter.1 Indeed, whoever disobeys Allah and His Messenger has clearly gone ˹far˺ astray” [Al-Ahzab: 36].
As for the text on the true decentralized system, they are taking the gains made by the kaffir colonizer against the unity of Sudan through previous agreements; Naivasha and Doha, and the Juba Agreement, which stipulated self-rule for the two regions; Blue Nile, and South Kordofan, then for the Darfur region, then federalism for all the regions of Sudan, all of which are formulas of governance that weaken the unity of the country, and facilitate the secession of its regions, including this charter, and the government that it will form is for the purpose of separating the Darfur region!
The Charter made the establishment of life based on the doctrine of the kaffir West a constraint on the continuation of the unity of the state. Either secularism is stipulated, or the state disintegrates with the right to self-determination. Point (7) of the Charter stipulates the following: "In the event that secularism, which separates religion and state, is not recognized or stipulated in the transitional constitution and the future permanent constitution, or any other supra-constitutional principle is violated, all Sudanese people have the right to exercise the right to self-determination.”
Although the Charter speaks in Point (14) of the formation of a single army, in Point (20) it reverts to establishing guarantees for the destruction of the country's unity by legalizing the status of armed movements collaborating with the kaffir West, and granting them the exclusive right to rebel against the state, which is misleadingly called armed struggle. Point (20) stipulates: "Recognizing the right of the armed movements that signed this Charter to continue armed struggle as a legitimate means of resistance and struggle for change and the building of a new Sudan!"
All this evidence reveals that this charter aims to separate Darfur and lay the foundations for tearing apart what remains of Sudan.
O People of Sudan, O You Who are Devoted to Your Aqeedah and Deen:
Is it not time for your hearts to be humbled at the remembrance of Allah and the truth that has been revealed, so that you can say, "Enough with the tearing of your country apart," and "Enough with the implementation of secularism and the systems of disbelief in your lands." All of this angers Allah (swt) with you, and you are the beloved of the Messenger of Allah (saw), who have made your goal in this life the attainment of Allah's pleasure?!
Is it not time for you to stand up against this tearing, reject secularism, and take action against its advocates, for it is this ideology that has brought you to this abyss. Your unity and all your sanctities have been violated by these secularists, and your sacred places and wealth have been violated by the masters of these secularists?!
[ألَمْ يَأنِ لِلَّذِينَ آمَنُوا أن تَخْشَعَ قُلُوبُهُمْ لِذِكْرِ اللهِ وَمَا نَزَلَ مِنَ الْحَقِّ وَلَا يَكُونُوا كَالَّذِينَ أوتُوا الْكِتَابَ مِن قَبْلُ فَطَالَ عَلَيْهِمُ الأمَدُ فَقَسَتْ قُلُوبُهُمْ وَكَثِيرٌ مِّنْهُمْ فَاسِقُونَ]
“Has the time not yet come for believers’ hearts to be humbled at the remembrance of Allah and what has been revealed of the truth, and not be like those given the Scripture before—˹those˺ who were spoiled for so long that their hearts became hardened. And many of them are ˹still˺ rebellious” [Al-Hadid: 16].
So, rise up, O Muslims who are sincere in obeying Allah, and stop the advocates of secularism, democracy, and freedoms, who are seeking to fragment what remains of your country. Stop them, and raise your voice and say that you will not accept the separation of an inch of your country, and that you will only accept the great Islam and its system of government; the Khilafah Rashidah (rightly-guided Caliphate) on the method of the Prophethood which establishes a life filled with obedience; with complete worship to Allah, Lord of the Worlds. Allah (swt) says:
[وَمَا خَلَقْتُ الْجِنَّ وَالأنسَ إلَّا لِيَعْبُدُونِ] “I did not create jinn and humans except to worship Me” [Adh-Dhariat: 56].
O Sincere Ones Among the People of Power and Protection: Know that you are able to change these conditions and turn them upside down if you seek help from Allah as you should seek help and put your trust in Allah as you should put your trust in Him, for He is Al-Qawii Al-Aziz (Strong and Mighty). Know that those Muslims behind you, in whose hearts the Islamic Aqeedah has been firmly established, are searching for the gates of Paradise.
Death in the cause of Allah is dearer to them than a life in disobedience to the Creator. The pages of history are ready to record a glorious record. So, rise up to obey Allah and give nussrah (victory) to Hizb ut Tahrir so that it may establish the Khilafah Rashidah (rightly-guided Caliphate) on the method of the Prophethood. So that your lives may be set straight on the right path, so that the influence of the colonialist kuffar may be uprooted from the lands of the Muslims, so that the lands of the Muslims may be purified from the filth of the usurping enemies, and you go back to bringing people out of darkness into the light.
[يَا أيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ]
“O believers! Respond to Allah and His Messenger when he calls you to that which gives you life” [Al-Anfal: 24]
